CCTV anomaly

Hope you can see these - on facebook

I've noticed a few times on this type of video - that the camera is following the subject.

This from facebook today...

And another one also today.

Here it is not following the subject but is moving around as if the camera is hand-held.

Anyone got any ideas about why that should be?

OK here's one on youtube. What could account for the apparent movement of the camera?

First one looks to me like the camera is being remote controlled. Second one looks like digital zoom applied in "post production."
