That was part of Dawkins' original coinage. It requires a host in order to propagate but the other important part of the original idea was that the memes could mutate. So perhaps it's only fair that the idea behind the word has now changed quite so much in meaning. In fact it's probably instructive that the original meaning could well be as often used as it ever was, However the new meaning has dominated through spreading further and wider by hitching a ride on another novel and popular concept.
